Jack Phillips
A Mobile, Alabama native with deep family roots in Baldwin County, he brings more than two decades of hands-on construction experience to every project. Beginning his career in the scaffolding industry in 2002, he quickly distinguished himself as a skilled lead carpenter, earning advancement into supervisory and management roles through dedication, precision, and an unwavering commitment to safety.
With extensive expertise in woodworking and a meticulous attention to detail, he has built a reputation for delivering dependable, high-quality craftsmanship. His leadership experience, combined with a strong work ethic, ensures projects are completed efficiently, safely, and to the highest professional standards.
In 2022, he founded Fairhope Fence Company, where he continues to apply his industry knowledge, craftsmanship, and commitment to excellence. Through every project, he remains focused on providing durable, expertly constructed work that reflects both pride in his trade and dedication to his clients.
In addition to leading his company, he currently serves in a management role within the scaffolding industry, overseeing large-scale scaffold construction projects that support the United States Department of Defense, including work for the United States Navy and the United States Coast Guard. His involvement in these high-level projects demonstrates his ability to operate with precision, professionalism, and strict adherence to safety and regulatory standards.

Dean Douglas
Dean has been in the scaffolding industry since 2012, building his career from the ground up. His experience spans shipyards, refineries, power plants, commercial and residential projects across the country.
Dean began at Signal International Shipyard constructing scaffolding for offshore oil rigs, where he developed extensive knowledge of suspended systems. He later worked with Brock at the Chevron Refinery in Pascagoula, traveled nationwide with Local 318 Carpenters Union on refinery and power plant projects, spent many years at Alabama Power’s Plant Barry with Vulcan Industrial Contractors, and worked three years at Austal Shipbuilding.
As Field Manager and Co-Owner of East Bay Elevations, Dean leads from the front, bringing hands-on expertise, strong leadership, and a commitment to safe, efficient, high-quality scaffolding solutions across the Gulf Coast.

Jon Payne
Jon Payne is a finance and operations executive, entrepreneur, and community-minded leader. As a co-founder of East Bay Elevations, he brings extensive experience in business strategy, financial management, and operational leadership to join a scaffolding company positioned to serve one of the fastest-growing regions along the Gulf Coast.
With Baldwin and Mobile Counties experiencing significant industrial, commercial, and infrastructure expansion, including continued growth at the Port of Mobile and surrounding manufacturing and construction sectors, Jon saw an opportunity to help build a scaffolding company grounded in professionalism, safety, and operational excellence. His background leading multi-entity organizations has been shaped by disciplined execution, strong team culture, and long-term client relationships, principles that now guide East Bay Elevations on every project.
Outside of work, Jon is a devoted husband and father of three. He enjoys golfing, traveling with his family, and spending time outdoors along the Gulf Coast. He is an active member of 3Circle Church, where his faith plays a central role in how he leads, with integrity, humility, and a commitment to serving others.
Gregory A. Dettmann
Vice President of Operations
Gregory A. Dettmann is an operations executive and analytics strategist with more than 25 years of leadership experience across aerospace manufacturing, industrial operations, logistics, and quantitative financial markets.
Greg specializes in building operational systems and predictive analytics frameworks that enhance safety, operational performance, and financial outcomes within complex industrial environments. At East Bay Elevations, his role centers on transforming a high-performing local company into a scalable, process-driven industry leader serving commercial and industrial projects across the Gulf Coast and beyond.
Most recently, Greg served as Director of Operations for a large contractor supporting integral electrical and hydraulic systems at the Airbus Final Assembly Line in Mobile, Alabama, leading mission-critical teams while achieving zero OSHA recordable incidents across more than 120,000 man-hours worked.
His career also includes scaling manufacturing operations to multi-million-dollar revenue levels, optimizing logistics networks, and implementing data-driven systems that improve operational efficiency and profitability.
In addition, Greg has a deep background in quantitative finance, having designed algorithmic trading systems and financial models for complex derivative instruments including options, futures, and currency markets. His expertise in regression modeling, volatility forecasting, time-series analysis, and quantitative risk management further strengthens his ability to build intelligent, data-driven systems within operational environments.
Across every phase of his career, Greg’s work has centered on a consistent mission: transforming complex data into predictive insight that drives safer operations, smarter decisions, and scalable growth.
